How To Leave Comment to Add My Blog to Blogroll?

Hi,

The directions for adding my blog to the Blogroll section of DCF say to leave a comment below and include in that comment your blog's web address.

I scroll down to the bottom of the page and see no way to add a comment. Am I missing something? Thanks.
