E-cigarettes in non-smoking areas... Allowed in Albuquerque?

My wife and I were enjoying our usual Sunday breakfast at Monroe's when the lady at the table across from us decided to fire up an e-cig. It wasn't long before you could here some complaints from neighboring tables. Didn't seem to bother her, though. She appeared to be enjoying the e-cig almost as much as pushing people's buttons. Are e-cigs allowed in non-smoking areas?

E-cigs give off water vapor.  There's no reason for them to be banned anywhere except for cosmetic reasons. (someone doesn't like the look of someone smoking), To answer your questions, since E-cigs ARE non-smoking, yes, they are allowed.

I always ask the egotistical "do goodies"...do you drive a car? Does it have a/c? What is your house made out of and does it have a/c? Your perfume stinks to high heaven and your kids are mindless little consumers!...Works for me!

Whenever I come across situation where I don't have enough information to form an educated opinion, I'll look for independent research. There are very few independent studies on e-cigs. What I did find however, is that in all cases, the "harmless" water vapor did contain trace amounts of toxic substances as a result of the vaporization of the liquid carrier in the device used to transport nicotine.
