Free water well in the backcountry behind Cabezon peak.

It's not Albuquerque, but it's within a day's drive.. Maybe somebody here can help me search for information for my query.  We were out visiting a Chaco-era ruin just past the ghost town of Guadalupe, behind Cabezon peak.  The nearest town of any habitation (about 59 people, according to the census) is the town of San Luis.  A mile or so north of the Guadalupe ghost town, there is a well; a big pipe standing up next to the road in the middle of (almost) nowhere.  As we passed, there were two trucks in line for water; we stopped to ask them directions.  One was a couple from Cuba area and the other was a guy from Algodones.  The Cuba people had two enormous tanks (estimated about 1000 gallons) that they filled from this well.  They have tap water in Cuba, but they don't like the taste, so they get the water here. .. it's beautiful, clean water.  There isn't a good seal on the pipe, so a lot of water is wasted as it pours into the tanks.  All you have to do to get the water is turn a lever.

I don't get this.  Anyone who wants to can take this water?  There are no controls or regulations, apparently.  It just didn't seem right to me.

Im sorry are you upset because its free or WTF ?

I am not upset, just trying to figure out how this works.  We are in a dry state and this is a *very* dry area.  The people I saw getting water there were from areas where they have municipal water already. A lot of the water is being wasted because of the bad seal on the outpipe.  Is this well for people who have cattle there, who live around there, or what?  Water is a precious thing.
