I needed a document notarized and had it done for free at a city 
Health & Social Services Centers

I was the first 'customer' since November so I didn't have to wait.
You're supposed to go to the one that serves your region.
I went to the 'wrong' one (I live about as far from the 'right' one.)
but they took me anyway.
Call first.

If you have a bank account try your local bank office, usually they have a notary and usually there is no charge, a customer service perk.
