As things stand now, though, someone can avoid a runoff and be declared the winner of an election in the first round if they get the most votes and capture more than 40% of the vote total. The proposed changes would require a candidate to get more than 50% of the vote before being declared the winne

Of course, it's all a matter of perspective. My guess is that you must be making money at those businesses, or you'd close up shop and avoid the annoyance of those taxes...
