We do need to deal with that underpass on Central Ave.  But now the pedestrian and cycling problem extends all the way past Nob Hill...to Central & San Mateo, and San Pedro, and Louisiana.  It is a challenge and an opportunity for this city to start remaking itself.  Frankly, I don't believe the will to do it is there.

I am also glad that someone else has notice what a disaster that underpass is.  I have one idea: light the thing up with flood lights and remove the photos of old Albuquerque that have just turned into graffiti canvases.  Might help some.  And maybe send APD bike patrols through there on a regular basis.  

As for the problems with pedestrian and cycling being difficult in much of the city, I agree much more should be done.  One of the huge problems is that the city departments are not all on board.  Traffic engineering, for example, has zero interest in making Albq. bike and ped friendly--they see their mission as one of moving automobile traffic more efficiently.  It's really appalling.  I wonder if the will is there....we do seem to have a floundering city administration.

I guess transparency is a subjective opinion.  Yes, the City could do a better job with the Dashboard but a lot of the information is available on other City pages.  It's the information that is not even attempted to be presented that irks me.  For starters, what happened to the directory that allowed users to find the email addresses of City employees?

Follow the Boards and Commissions link from "A to Z" and you will get the ordinance language for the particular board and the current membership.  Even though many of these boards have their own City web page, only a few are actually linked from "A to Z".  If you find your way to the specific Board web page you might find a statement of scheduled meetings.  One I looked at noted that meetings were held at various locations and provided a link to the City Calendar.  Clicking on the link brought up a password screen.  Not too transparent.  Some boards publish agendas but only some of those publish minutes.  If the Administration is truly committed to transparency they will have to do more than clean up the Dashboard.
