The message seems clear enough, as does the photo, but I can't tell if it's a permanent exhibit or something put together for vets day.

Hi, it's permanent. There are 3 or 4 others around a circle too. The uniforms are actually metal, although they look like fabric, don't they? Standing in the middle is moving. D
