I've seen this guy two mornings in a row near Altura Park (near Washington and Indian School). If you know him, tell him to stop dragging his dog by the neck.

Not only that, but people who "walk" their dogs with their bikes are endangering themselves and their dogs--what's going to happen if the dog decides to go off after something?  Also, dogs will run with the owner to the point of exhaustion.  You might not be worn out, but your dog could be.  Come on, people, just WALK the dog.

My dog loves running with me on her "springer" but likes it better off leash in the woods.  She is a hardy breed that needs 1+ hour of running (not walking) every day.  All dogs are not alike and many dogs need lots of exercise.  Not giving them that exercise is also neglect. 

He should definitely not drag his dog by the neck.  Bad owner!!!!

Anyone who saw this would call it dog abuse. It was not my intent to say all people who ride bikes with dogs abuse them. It was not my intent to say this is the worst abuse (but it is bad enough). It was my hope that someone in this community would know this guy and ask him to stop dragging his dog by the neck.

A reasonable request.  Did you happen to talk to him or ask him to stop and/or ride more slowly?  Did anyone else say anything to him?
