What's going on, Albuquerque?
With so many important issues facing Burque (economy, schools, APD) it's a real shame the council is wasting time on nonsense like a mandatory labeling memorandum for "genetically engineered" foods. But it probably made someone happy somewhere.
I didn't see any real suggestions concerning solving the lottery scholarship program. My suggestion - turn it into a loan program for tuition at public schools, and then forgive a portion of the loan (say, one fourth) per year of NM residency after graduation. Otherwise, if the student leaves the state to work elsewhere, he/she gets to pay back the loan over a ten year period of time. Most students leave the state after graduation - it's a sad fact about our economy, but why should we subsidize a brain drain to benefit other states?
