I say a resounding YES to public toilets downtown.  Since I work downtown and get to witness what people do when they can't find a public toilet... 

And that mystery local business wants to find a spot downtown that has parking available "nearby."  Kind of cuts downtown out of the mix, depending on their definition of "nearby."
