I'm not sure that a CEO should grade his own product, or a police chief his own force. When teachers are graded, as happens regularly, they are graded on statistical information -- not good either because figures lie. But an A for the APD seems excessive given the likelihood of a major snafu at any time. The chief should give himself some wiggle room.
Parking will be free at the fair, but they "encourage" people to ride the bus or take a shuttle, which costs $. Hmm.....
