About the pink flags - maybe Parks and Recreation could GPS mark the locations of all the dog doo, map it, look for the biggest concentrations, then place garage cans and bio-degradable bags at those locations, with some warning about a stiff fine if they don't pick up after their dogs.  Or just import some dung beetles to sweep the poo underground naturally.
