I'm not clear how the requirement for a receipt you can place on your dashboard translates into a $20,000 automated machine.  Seems to me parking in the National Forest has this feature and those boxes were anything but automated the last time I was up there.

Erm--that parking lot owner could just have the attendant who monitors his lot issue receipts, no? What's so hard about that?

because his business model falls apart with lost booting revenue and he then can't afford mr. monitor?

a bit of (non-scientific) online research shows that you can buy a pay-and-display "smart meter" parking kiosk for about $6000 new. not chump change but a far cry from $20,000.
