Regarding the problems at CYFD, don't forget that the word from the top (Susana) is that every dept. needs to save money.  So if they return money from their budget, they are deemed to have succeeded at their job.  Doesn't matter if children fare worse in this state, the most important thing is that we have a surplus in our bank account.  Susana, of course, as a prosecutor, is completely focused on punishment as a way of fixing the problem--forgetting, of course, that a child has to pay the price before punishment to the abusive parent is meted out. 

Susana, her policies and her cabinet appointees are TERRIBLE for this state.
